		CARTA ABIERTA DE LA SOCIEDAD CIVIL DE EL SALVADOR AL FONDO MUNDIAL DE LUCHA CONTRA EL SIDA, TUBERCULOSIS Y LA MALARIA EN OCASIÓN DE LA 14ª REUNIÓN DE SU JUNTA DIRECTIVA A REALIZARSE EN LA CIUDAD DE GUATEMALA DEL 1 – 3 NOVIEMBRE DE 2006 La sociedad civil de El Salvador representada por las Organizaciones que pertenecen a la Red PREVENSIDA, El Foro de ONG’s de El Salvador, la Asociación Atlacatl Vivo Positivo, la REDSAL+ y REDCA+, reconocemos que el Fondo Mundial a permitido hacer avances importantes en nuestro país, en materia de Acceso a Tratamientos, mitigación del impacto del Sida y la Tuberculosis, así como acciones de promoción y prevención para hacer frente a estas enfermedades. Mas sin embargo, vemos con mucha preocupación la amenaza de que estos avances no puedan ser sostenidos en el tiempo, además de las múltiples irregularidades que se han presentado y se siguen presentando, como son: El atraso en los desembolsos de los dineros correspondientes a la segunda fase del actual proyecto en ejecución, lo cual no ha permitido darle continuidad y sostenibilidad a las acciones contempladas en dicha propuesta. La falta de un monitoreo en la asignación de recursos del gobierno como parte del convenio de compromisos de país para garantizar la absorción y sostenibilidad en materia de atención, promoción y prevención, de las acciones iniciadas con el actual proyecto en ejecución. El no darle la importancia debida a las organizaciones de Base Comunitaria en los cargos de toma de decisión del mecanismo de país, lo cual limita su incidencia, centrándose este poder en otras esferas ajenas a las bases comunitarias, promoviendo que las decisiones se tomen de manera centralizada. La brecha económica dada entre los recursos existentes y las necesidades a cubrir son cada vez mayores, afectando particularmente a las poblaciones más vulnerables, que en su gran porcentaje son los más pobres del país. Por lo tanto requerimos por parte del Fondo Mundial: Agilizar los desembolsos pendientes a fin de dar continuidad a las actividades planificadas para la segunda fase de la propuesta actual de país. Su apoyo financiero futuro para garantizar la continuidad de las acciones que se han iniciado en el país con la actual propuesta con énfasis a prevención y desarrollo de las comunidades afectadas. Establecer un mayor balance geográfico para la asignación de recursos financieros a fin de que las propuestas presentadas por Latinoamérica tengan una real oportunidad de acceso a financiamiento. Establecer mecanismos claros que garanticen un fortalecimiento institucional de las organizaciones de base comunitaria para que ejerzan un mayor y real involucramiento de la sociedad civil en las decisiones tomadas por los Mecanismos de Coordinación de País de Latinoamérica. Realizar gestiones ante los países donantes para que concreticen sus promesas hechas en diferentes escenarios internacionales, comprometiendo mayores recursos para mitigar el impacto negativo de las tres enfermedades a fin de que el Fondo sea un instrumento de financiamiento sostenible, garantizando que promueva el acceso universal a corto plazo y la mitigación de la pobreza en los países en vías de desarrollo como el nuestro. Que se destinen más recursos para asistir a los países de Latinoamérica en materia de asistencia técnica para la formulación y ejecución de futuras propuestas. Que establezca un mayor balance en el Panel de Revisión Técnica, en cuanto género, multiculturalidad, multietnicidad, geografía, a fin de que los “expertos” del panel tengan mayor conocimiento de las realidades de las tres enfermedades de todas las áreas geográficas y no sólo de África. Que se revisen los criterios de elegibilidad, tomando en cuenta los países de Ingreso Renta Media Alta, a fin de que puedan presentar propuestas con acciones específicas dirigidas a las poblaciones más vulnerables. Que el fondo mundial, promueva y apoye propuestas que contengan investigaciones sobre la pobreza en poblaciones vulnerables, ya que con esto se lograra comprobar la extrema pobreza en la que estas personas viven, mas en aquellos países “no elegibles” según la clasificación del fondo mundial Que el nuevo Director Ejecutivo del Fondo Mundial, junto con sus gerentes de portafolio tengan un mayor acercamiento a las realidades de los países de Latinoamérica, para brindarles una mayor atención a sus necesidades. Que tenga en cuenta los requerimientos hechos por la sociedad civil de Latinoamérica y el caribe en la carta abierta de San Salvador en el III Foro Latinoamericano y del Caribe en VIH/SIDA e ITS, del 10 de Noviembre de 2005. OPEN LETTER OF THE CIVIL SOCIETY OF EL SALVADOR TO THE GLOBAL FUND FOR THE FIGHT AGAINST AIDS, TUBERCULOSIS AND MALARIA ON THE OCCASION OF THE 14TH MEETING OF THE DIRECTIVE BOARDTAKING PLACE IN GUATEMALA CITY, NOVEMBER 1–3, 2006 The civil society of El Salvador, represented by the Organizations which belong to the Network PREVENSIDA (Prevent AIDS), the Forum of Salvadoran NGO’s, the Association Atlacatl Living Positively, REDSAL+ (Salvadoran Positive Network), and REDCA+ (Central American Positive Network) acknowledge that the Global Fund has permitted important advances in our country, especially regarding access to Antiretroviral Treatments, and mitigation of the impact of AIDS and Tuberculosis, as well as actions of publicity and prevention in confronting these diseases. However, we note with great concern the possibility that these advances may not be sustained throughout time, in addition to the multiple irregularities which have happened and continue happening, such as: The delay in disbursement of the funds corresponding to the 2nd phase of the project actually in execution, which has not permitted continuity and sustainability of the project’s planned actions. The lack of supervision and monitoring in the assignment of governmental resources as part of the commitments assumed by the country to guarantee the absorption and sustainability in the areas of patient care, publicity and prevention, of those actions already initiated in the project being executed now. The lack of importance given to base community organizations in the mechanisms of decision-making within the country, which limits their contribution and centralizes that power in spheres outside the base communities, promoting that decisions be made centrally. The economic gap between existing resources and the needs to be covered widens daily, affecting especially the most vulnerable populations, who are by a large majority the poorest of the country. Due to the previous points, we request of the Global Fund: To hasten the pending disbursements, with the aim of giving continuity to the planned activities of the 2nd phase of the project in execution in the country. Your financial support in the future to guarantee the continuity of the actions of the actual project which has been initiated in the country, with a special emphasis in prevention and development of the affected communities. To establish a better geographical balance for the assignment of financial resources, with the goal that the projects presented for Latin America have a real opportunity for access to finances. To establish clear mechanisms which guarantee institutional strengthening of the base community organizations, so that the civil society might exercise a real and greater involvement in the decisions taken by the Mechanisms of Coordination of the Countries of Latin America. To facilitate processes with donor countries which will enable them to comply with promises made in different international scenes, in order to designate greater resources to diminish the negative impact of the three diseases, and to ensure that the Global Fund be an instrument of sustainable financing, guaranteeing the short-term goal of universal access and the longer-term goal of diminishment of poverty in countries in development, such as ours. To designate more resources to help the countries of Latin America regarding technical assistance for the formulation and execution of future proposals. To establish a better balance in the Panel of Technical Revision, as regards gender, multi-culturality, multiethnicity, and geography, so that the panel “experts” have greater knowledge of the reality of the three diseases in all of the geographical areas, and not only in Africa. To revise the criteria for eligibility, taking into account Middle Income Countries, so that projects can be presented with specific actions directed to their most vulnerable (and poorest) populations. That the Global Fund promote and support solicitudes which contain investigations of the poverty of vulnerable populations, which would result in proving the extreme poverty in which these people live, especially in those countries which are “not eligible” according to the classification of the Global Fund. That the new Executive Director of the Global Fund, together with the country or area directors, be characterized by a greater degree of contact with the realities of the countries of Latin America, in order to be able to dedicate greater attention to its needs. La sociedad civil de El Salvador representada por las Organizaciones que pertenecen a la Red PREVENSIDA, El Foro de ONG’s de El Salvador, la Asociación Atlacatl Vivo Positivo, la REDSAL+ y REDCA+, reconocemos que el Fondo Mundial a permitido hacer avances importantes en nuestro país, en materia de Acceso a Tratamientos, mitigación del impacto del Sida y la Tuberculosis, así como acciones de promoción y prevención para hacer frente a estas enfermedades. La falta de un monitoreo en la asignación de recursos del gobierno como parte del convenio de compromisos de país para garantizar la absorción y sostenibilidad en materia de atención, promoción y prevención, de las acciones iniciadas con el actual proyecto en ejecución.
El no darle la importancia debida a las organizaciones de Base Comunitaria en los cargos de toma de decisión del mecanismo de país, lo cual limita su incidencia, centrándose este poder en otras esferas ajenas a las bases comunitarias, promoviendo que las decisiones se tomen de manera centralizada.

Por lo tanto requerimos por parte del Fondo Mundial:
